Yep, just go to GameFAQ's, and they have all the special codes like that open. Works for single-player only, though, I think.
Also, console versions can use a workaround to open the console command sections and mess with all kinds of different things in the game with the right codes. Should be easily found via googling where there's a huge list of it, I'm too lazy to find it again right now.
By the way, I was wrong about the level cap being 9,999.... it's actually 32,767.
